It says, "From Operations Group A Completed Jewish Executions"
Each country has the number of deaths in these eastern countries which include Russia and Estonia. The bottom reads, "Approximate or guessed number of remaining Jews 128,000"

wish it was in ENGLISH .

I guess its number of Jews in each country.
